late to the convo, I think he means like the character gaining xp levels as they get kills in different content. More they’re used, the stronger they can get. Don’t know if he was talking about stat buffs or new skills. Interesting idea, but works require a pretty big overhaul of their system to make it fair and balanced without feeling pointless.
