Morale set bonus is independent of WoG or Invig buffs, and affects all heroes deployed except those with status effect immunity (eg:Anora). It is most typically used on a tank, and the bonus does stack with WoG/Invig buffs.

Pity for off-banner legendary pulls is only a one time thing for each banner and does not carry forward to subsequent banners.
